Barbara Voute', Director, Market Practices

Barbara Voute’ is Director, Market Practices for the Municipal Securities Rulemaking Board (MSRB), where she runs various advisory groups for the organization, as well as assists with rulemaking and guidance initiatives pertaining to her areas of expertise.

Barbara most recently managed the user experience initiative for the MSRB’s Electronic Municipal Market Access (EMMA®) website, which identified a three-phased approach to enhancing and redesigning the public portal and disclosure submission process. In coordination with EMMA’s 10th anniversary, she led the efforts for the design and implementation of recent enhancements to EMMA and continues to advise on industry standards related to MSRB market transparency systems.

In 2016, Barbara and MSRB President and Chief Executive Officer Lynnette Kelly co-authored an article in the Journal of Securities Operations & Custody chronicling the MSRB’s work toward creating a more efficient municipal securities market. 

Prior to this role, Barbara served as Municipal Operations Advisor at the MSRB, providing expertise on industry uniform practice and operational matters, and supporting the management of MSRB market transparency products.

Before joining the MSRB in 2014, Barbara previously served as vice president and fixed income business unit manager, and earlier operations manager at Raymond James & Associates, Inc., where she supported the unit’s operational, regulatory, trading and new business activities.

Barbara received a bachelor’s degree in business administration from Middle Tennessee State University.
