Bri Joiner, Manager, Professional Qualifications

Bri Joiner is the Manager for Professional Qualifications at the Municipal Securities Rulemaking Board (MSRB), where she assists with strategic policy, regulatory planning and rulemaking initiatives for the MSRB’s Professional Qualifications program. Prior to assuming her current role, Bri managed the MSRB’s educational initiatives relating to the development and delivery of regulatory content for market stakeholders and regulated entities.

Before joining the MSRB, Bri spent approximately ten years at the Financial Industry Regulatory Authority (FINRA). She served as a Senior Regulatory Policy Analyst in FINRA’s Office of General Counsel where she worked on rulemaking initiatives and researched complex legal and compliance matters. She also held the position of Senior Manager in FINRA’s Member Relations department, where she drafted content and served as a subject matter expert on various topics. Bri began her career at the U.S. Securities and Exchange Commission (SEC).

Ms. Joiner received a bachelor’s degree, magna cum laude, from Spelman College and a juris doctor from the Walter F. George School of Law, Mercer University. She is a member of the Phi Beta Kappa Honor Society and Phi Delta Phi Legal Fraternity.
