Richard K. Ellis, Board Member

Richard K. Ellis is a member of the Board of Directors of the Municipal Securities Rulemaking Board (MSRB) and chairs the Technology Committee and serves on the Audit and Risk Committee and the Steering Committee. He is Senior Director of Compliance and Communications at the Utah Educational Savings Plan, and an adjunct faculty member in Brigham Young University’s Marriott School of Business.

Richard was elected Utah state treasurer in 2008--a position he held until 2015. He also served nine years as the chief deputy state treasurer, and three years as state budget director. He was the first finance director for Draper City, Utah, and earlier served as assistant treasurer with the Jordan Valley Water Conservancy District in Utah.

Richard was the 2014 president of the National Association of State Treasurers. He is a member of the Utah Retirement Systems Board of Trustees, the Utah Science Technology and Research Board and the Private Activity Bond Review Board, among others. He is also a member of the Government Finance Officers Association.

Richard received a bachelor’s degree in business management from Brigham Young University and a master’s degree in business administration from the University of Utah.

Richard's term with the MSRB Board expires September 30, 2019.
