Performance Management

Sharing relevant and timely feedback is a priority at the MSRB. At the start of our fiscal year, all employees establish individual performance objectives that support the organization's long-term strategic plan and the annual operating plan established by the Board of Directors and Senior Team. Our collaborative performance process encourages ongoing feedback between staff and their managers throughout the year and formal feedback is provided at midyear and end of the year. Additionally, 360 Degree Reviews are utilized to help individuals understand their impact and effectiveness as a team member, peer, and manager. Collectively, our performance management program ensures that expectations are clearly communicated and that staff’s achievements and values are objectively tied to compensation and promotion decisions.

Transparency in Coverage Rule

In 2020, the U.S. Department of Health & Human Services, U.S. Department of Labor and U.S. Department of the Treasury issued the Transparency in Coverage Rule. The rule states that health plans (which includes clients who sponsor employee benefit plans) and health insurance issuers must publish two separate machine-readable files (MRFs):

  • In Network: Negotiated rates for all covered items and services between the plan or issuer and in-network providers
  • Out of Network: Allowed amount paid to, and billed charges from, out-of-network providers for all covered services within a 90-day period

This link leads to the machine-readable files that are made available in response to the federal Transparency in Coverage Rule and includes negotiated service rates and out-of-network allowed amounts between health plans and healthcare providers. The machine-readable files are formatted to allow researchers, regulators, and application developers to more easily access and analyze data.
