MARK T. KIM JOINS MSRB LEADERSHIP TEAM

Washington, DC – The Municipal Securities Rulemaking Board (MSRB) announced today that Mark T. Kim, Chief Financial Officer of the District of Columbia Water and Sewer Authority (DC Water), will join the MSRB as Deputy Executive Director and Chief Operating Officer. A seasoned executive and public finance professional, Kim will join the MSRB’s senior leadership team with a focus on optimizing the operations of the MSRB in support of strategic priorities. Executive Director Lynnette Kelly will remain focused on strategic market direction, stakeholder relations and external affairs.

“Mark is a tremendous talent and I am thrilled he is joining our executive team,” Kelly said. “He will help ensure that our internal operations are as efficient and cost-effective as possible as we prepare for the market-focused initiatives in the years ahead. Mark’s proven management track record and knowledge of the municipal market will yield great benefits for the MSRB and its stakeholders.”

Kim recently served as a member of the MSRB’s Board of Directors, where he was a member of the Finance and Steering Committees and chaired the Audit Committee. He currently serves as Chief Financial Officer at DC Water, where he is responsible for structuring creative and innovative solutions to ensure the long-term financial sustainability of the largest advanced wastewater treatment plant in the world. Kim is the recipient of the Washington Metropolitan Area chapter of the Government Finance Officers Association’s Excellence in Government Finance Award (2014 and 2016), and the National Association of Clean Water Agencies’ National Environmental Achievement Award (2017). Under Kim’s leadership, DC Water was the recipient of the Bond Buyer’s Northeast Deal of the Year Award (2014) and Non-traditional Deal of the Year Award (2016).

Prior to DC Water, Kim held various positions in the public and private sectors including with the City of New York, Fidelity Capital Markets, Goldman Sachs & Co. and UBS Investment Bank.

 

Kim received his bachelor’s degree from Northwestern University, law degree from Cornell Law School and Ph.D. in public policy from Harvard University.
