MUNICIPAL SECURITIES RULEMAKING BOARD NAMES 11 INDUSTRY
REPRESENTATIVES TO JOIN ITS ISSUER AND INVESTOR ADVISORY GROUPS

Alexandria, VA - The Municipal Securities Rulemaking Board today announced it has named 11 municipal bond industry representatives to its Issuer and Investor Advisory Groups. The groups are made up of experienced industry participants who meet several times a year to provide perspective to the MSRB on market issues and MSRB rulemaking.

MSRB Chair Peter T. Clarke said the advisory group appointments enhance the industry knowledge and experience available to the MSRB.  "The diverse perspectives of our new advisory members will enhance the MSRB's ability to protect investors and the public interest, and promote a fair and efficient municipal market," he said. "We are grateful for their willingness to serve the market in this role and we look forward to working with them."

MSRB advisory group members hold staggered two-year appointments, which helps preserve continuity of their agendas. Joining the MSRB's Issuer Advisory Group for two-year terms are:

  • Dana Boone, Director of Cash and Debt Management,North Texas Tollway Authority 
  • Bob Donovan, Executive Director, Rhode Island Health and Educational Building Corporation 
  • Ted Fellman, Executive Director, Tennessee Housing Development 
  • Jim Fuller, Senior Vice President and Chief Financial Officer, Municipal Electric Authority of Georgia 
  • Colin MacNaught, Assistant Treasurer for Debt Management, Commonwealth of Massachusetts 
  • Ritta Mclaughlin, Associate Treasurer, District of Columbia 
  • Robert Watson, Assistant Director, Bureau of Debt Management, New York State Office of the Comptroller

Joining the MSRB's Investor Advisory Group for two-year terms are:

  • Richard Ciccarone, Managing Director, McDonnell Investment Management, LLC
  • Ruth Levine, Principal and Senior Analyst, The Vanguard Group
  • David Madigan, Chief Investment Officer, Breckenridge Capital Advisors, Inc.
  • Tahlia Meehan, Managing Director, Team Leader, Tax Exempt Group, Putnam Investments
  • Mary Jo Ochson, Senior Vice President, Head of Municipal Investments, Federated Investment Management
  • Benjamin Thompson, Founding Principal, Samson Capital Advisors LLC
  • Paul Toft, Senior Portfolio Manager, Victory Capital Management Inc.
