RTRS ET ET The Depository Trust & Clearing Corporation (DTCC) experienced an issue with its service that provides the MSRB with real-time transaction information which resulted in trade data from DTCC not being disseminated by the MSRB during the event period. The MSRB’s RTRS Web system, through which submitters may report trade data directly to the MSRB, remained operational throughout the event period. Market participants impacted include those who attempted to view trade data on the MSRB’s Electronic Municipal Market Access System (EMMA®) public website and RTRS subscribers, but the MSRB does not have exact information regarding the number of market participants potentially impacted by the issue.
RTRS ET ET The Depository Trust & Clearing Corporation (DTCC) experienced an issue with its service that provides the MSRB with real-time transaction information which resulted in intermittent dissemination delays of trade data, with significant periods of no trade data being received. A subset of trades that were accepted and reported by DTCC on January 26, 2023 were processed later in the day. DTCC also reported that some trades accepted and reported by DTCC on January 26, 2023 were not processed and transmitted to the MSRB until January 27, 2023. The MSRB’s RTRS Web system, through which submitters may report trade data directly to the MSRB, remained operational throughout the event period. Market participants impacted include those who attempted to view trade data on the MSRB’s Electronic Municipal Market Access System (EMMA®) public website and RTRS subscribers, but the MSRB does not have exact information regarding the number of market participants potentially impacted by the issue.

EMMA ET ET The MSRB experienced an incident that affected G-32 submissions and caused some submissions to erroneously appear as late.

EMMA ET ET The EMMA Dataport and B2B service experienced an incident and could not accept submissions or subscriptions.
MSRB Gateway ET ET The business to business web services (B2B) of the MSRB’s Short-Term Obligation Transparency System (SHORT) and Electronic Municipal Market Access System (EMMA) were unable to process and display certain submission and subscription messages due to a Gateway Authentication Service (Gateway) incident. During the incident, B2B submitters were unable to submit transaction data to SHORT or data and documents to EMMA, SHORT and EMMA subscribers did not receive such data or documents, and there was a delay in the public availability of such data and documents on EMMA. The MSRB took corrective action and resolved the incident. Upon resolution, B2B submitters to SHORT and EMMA were able to make submissions which were then disseminated to subscribers and publicly available on EMMA.
